For the purposes of paragraph 91(2)(c) of the Act, the ICCRC is designated as a body whose members in good standing may represent or advise a person for consideration — or offer to do so — in connection with a proceeding or application under the Act. … The adoption of Bill C-35 by Parliament on March 23, 2011, and the coming into force of this Bill on June 30, 2011, however, provide new authorities that offer additional oversight mechanisms and transitional making authorities compared to the proposed Regulations published in the Canada Gazette, Part I, on March 19, 2011.
